The startup ecosystem in Romania is developing in a fast pace. In order to better understand where it stands now and what are the next steps in its evolution, ROStartup is launched two key reports: Starting Up Romania and Scaling Up Romania.
These are the result of a long research and documentation process, carried out with technical support from the General Directorate for Structural Reforms (DG REFORM within the European Commission) and implemented in collaboration with the World Bank’s experts team, with the involvement of North-East Regional Development Agency (RDA), through Rubik Hub.
As you may already know, ROStartup is a North-East RDA initiative that proudly and continuously benefits of the support of public authorities such as: the Government General Secretariat, the National Institute of Statistics, the Ministry of Research, Innovation and Digitization, the Ministry of Entrepreneurship and Tourism, ROREG (Regional Development Agencies Association in Romania) and representatives of the Romanian startup ecosystem.
“Starting Up Romania – Entrepreneurship Ecosystem Diagnostic” (which can be accessed here) represents the starting point for the first National Strategy of the Startup Ecosystem in the country. The results refer to the dynamics of the entire ecosystem and are based on the analysis of real market data, as well as the dynamics of innovative companies.
The report highlights three key elements:
- An overview of entrepreneurial performance and ecosystem pillars, at the national level
- New information about startups in Romania
- The existing mix of policies and supporters that support entrepreneurship
“Scaling Up Romania: A Policymaker’s Toolkit” (which can be accessed here) presents the key observations for the operationalization of the first National Startup Ecosystem Strategy and summarizes a set of policies and tools for its implementation.
Thus, the deficiencies in the existing policies can be addressed, in order to reach an increase in the number of companies entering the market and the number of Romanian firms that have the potential for rapid growth (scalability).

The two reports are interconnected and, together, combine an analysis of data, collected from the market with recommendations of stakeholders, representing the premise of a package of reforms to support the acceleration of entrepreneurship at the national level.
